Creating custom audience from Twitter Handles

Hi all, I'm looking to create custom audiences from scraped twitter handles, I've tried to upload lists manually but the userID or @handle option is no longer available

Does anyone know of a workaround? I was thinking perhaps building a bot using a developer key and account with API access?
