Creating Child accounts with a rooted android

Is the difference significant compared to the usual 1 4g ip/account created with chrome extensions to hide traces etc?

I'm not entirely sure on the rooted android process for account creation. But if you don't get an answer, I would always stick with 5 or less accounts created on a single credible IP before rotating
