Creating another Google

Assuming that you had some unique idea for a spin that you could put on search engines which would give you a shot at gaining traction, what would it take (money, skills etc.) to create another Google?

I'm aware that it seems absurd that you could gain traction in the search engine space, but let's assume you could.

Also, the reason I'm asking what it would take to create another Google and not another search engine is that this search engine would be totally independent from anything Google is doing, although it would function the same way.
 
You probably need a team and some hundred millions to try and do this. Plus you need a good algo and Google's algo is very advanced for you to be able to catch up. So assuming you could do this would need extraordinary work, extraordinary team or teams working under it and extraordinary money.
 
I'd probably start with creating a new web browser with some unique twist and preferably for mobile devices and put my search engine as the default one there.
