Creating accounts got very difficult

Use old android phone
Make hotspot from your personal phone
Connect to that hotspot with android
Download FB app
Create account with email
Make a new browser on your computer and put that put that new account into it. You can also log into it with a proxy right away.

Then if you want to make more, reinstall the FB app. Change hardware ID if possible if your android is rooted.
Put your personal phone on airplane to get a new ip and connect to it if your android then repeat the process.

That's how I've been making my accounts and they never get locked out when creating them. Maybe there is a faster way without reinstalling the FB app but this works for me and takes me an hour to make 10 accounts.
What you're doing wrong is leaving a footprint somewhere in the process. Also I'm not sure if quality emails matter as I've been using protonmail on all of my accounts with no problems, no phone numbers, and no SIM in my android phone.

how i can clean everything after i created account? do i need to root my phone or i can create unlimited acc per 1 phone, just delete app cache ?

I have also created many accounts, currently, facebook prohibits some countries from being unable to create accounts. So you need good user accounts

I reinstall the app and also for an extra step I change the device ID.

what tool u use to change device ID?

It's in the app store but you need to have a rooted phone. I think it's called device id changer or something similar. Any of those apps will do the job, just check the reviews.

What is the device ID? IMEI? Facebook should not have access to the IMEI. If you use the app instead of a browser I am not sure.
Just FYI: it is very illegal in many countries to fake IMEI

You can play around with this: amiunique.org/

The problem could be arising from the way you create the accounts

I am not in Facebook Marketing or whatever. But when I created a dummy account I realized two things:

1. Be careful with the picture. Must be unique and not a random public picture.
2. Be careful how to start. If you send random friends requests: Big red flag.

use quality email and real number, i'm still create account in bulk

It's gonna be even worse -- Facebook is getting smarter every day and only those who farm accounts full time can keep up with all the changes
