Creating a website in a gray area niche

So I am looking to create a website that is completely in the gray area. I live in the US, and I know the government is cracking down bigtime on these kinds of sites. Nothing illegal will be on the website itself more so just news articles. So my question is... how do I avoid the website being shutdown? Is it illegal to give guides/news on illegal topics IF it is for educational purposes only?
