Creating a Tv Show Site

I want to create a tv show site, I have look for tv, streaming site, tv show etc. on blackhat. I found out that i need a offshore hosting and the domain name can be from anywhere is this true? and not use .com use something like .tv. Now I would definitely will like to work with someone on this. But is not then i will do start by myself.

Is there post that have all this information in detail?, if anyone can help me with this i will really appreciated

I was looking to start from nothing. I had a website before. Where i uploaded articles and videos. When it comes to movies and tv show. I download from different site. Budget enough to get a domain and hosting for three months. I'm looking to start slow or work with someone that already have site and needs help. I download and search new shows, upload and make sure the right videos goes on the right title. I was to work with someone, it will be like any new job, I will have to learn the way you do stuff in your company. I'm in a computer 8 hours a day, I pretty much multitask between watch tv show on different sites and work. I will pretty much prefer to work with someone that way i don't start from scratch. BUT if that is not a option then i will start a new site, but i just want to make sure i have all the information, like the best place to buy hosting and how not to get a DMCA complaint etc.
