Creating a New course App that works on torrents

I was watching a tv show on a streaming service that uses torrents to stream movies and tvshows and then i thought why not create a similar app or website that can stream or show online courses that are on torrents to help guys learn for free , please guys let me know if that can be pulled off or not because i dont know much about torrents and streaming , and if possible i will try to pay to make it , so what do you think guys , please help with your knowledge .
