Is it legal to create a mobile web browser that replaces ads on other websites with my own?

I can't see how this is much different than removing ads with adblock.

I don’t see anything wrong with creating your own browser to display ads or not. Getting people to use your browser is a different story though.
 
I'm not so sure it will be legal if you replace for example the ads on CNN with your own ads.
 
Thanks for the responses so far, I'll be looking further into this because I have an intriguing idea that would appeal to a wide variety of users.
 
You could do that but as someone mentioned above I am pretty sure it violates guidelines, also it would be pretty hard to get people to use your app but you could make it as an app/browser for a specific website so there is a reason people will consider downloading the app
 
I'm almost sure this is not only violate some guidelines, but this can lead to some more severe consequences, if you know what I mean.
 
There is nothing wrong with it, but I've read about someone who gets a 30-day ban on his AdMob account every while.
