Creating a escrow service for website....?

Hi,
Im in the process of creating my 3rd website.
But i came across a problem, i need a escrow service available to my buyers on the site.

My questions

How do i go about creating a escrow service?
Where will the money go? Bank account?
What happens if someone does a chargeback on the payment they made into the escrow account?
How much will it cost for a programmer to make a custom escrow service for my website similar to guru.c0m's?

That's a basic escrow script you can start your project.. I think the script is still available in warez scene.

You need strong protection to prevent chargebacks

User 1 want to buy a product and deposit the funds in your escrow service
User 2 wants to sell a product and when see the funds available in the escrow account he ship the product

IF the charge back by user 1 is made before User 2 send the product YOU SIMPLY can mark the transaction as fraud and inform user 2 to not ship the product as the buyer is fraud.
IF the CB is done after the user 2 shipped the product and you sent funds to User 2 You have a problem as you already sent the funds and the charge back will be deducted FROM YOUR OWN funds...

So you need strong user verification especially if you deal with credit cards ( user verification,phone verification , ip etc etc)

do you know how much it will cost me too do a top notch script like that?
also the escrow service will not be for physical items but services provided by other people worldwide. Any tips or ideas as too where i can hire the programmers or do you recommend anyone in particular?
