I've taken some tutorials on PHP but have never learned it to the point that I could freely code anything worthwhile. Basically I am creating a blog and I want to be able to have people register accounts or at least at minimum give people the option to just post anonymously.

Is this going to take a great deal to learn? Where would I go to learn how to implement this into my page?

If you google, you can learn to do this in 2-3 hours. Is good as practice, but why would u want to make your own blog system if there is millions blog systems/scripts u can use. You should find more challenge if your goal is to learn php to the point that you can write what you want..
