Create US Apple ID impossible

Hello,
I've been trying to create a US apple account to use with tiktok for a while but none of my attempts have been succesful, do you guys have any pointers ?
I usually get "Your request could not be completed at this time. Your account cannot get created at this time."

Things I've tried:
- 2 different anti-detect browsers (adspower, dolphin {anty})
- 4g US mobile proxy (2 different providers, both passed pixelscan, ipqs, scamalytics etc..)
- home UK mobile data
- 2 real non-us phone numbers + 2 US phone numbers from textverified
- gmail emails

My current theories (which all seem very implausible to me) are:
- apple.com can detect anti-detect browsers
- apple.com dislikes the mobile IP + desktop browser combo
- apple.com flags emails that have already been used in failed account creation and flags any further attempts that use the same email (I didn't change email between every attempt)

I bought an iPhone XR and an expired US SIM card, and I didn't have any issues !

I ended up figuring it out.
For anyone interested, creating accounts through account.apple.com never worked for me.
I just tried doing it through apple's icloud website and that worked (on a crappy residential us proxy too lmao)

Even if you make the accounts you still gotta activate them using a device

You can set your location to a US VPN for additional location spoofing.

on which email?
and did you need to verify it with a phone number?
if you are not a US resident how did you get a message
i have a US sim card but i dont understand how to complete the registration
