Start building links to the most important page of your site. If your homepage is the most important page of your site, start with it. But make sure you build links to other pages of your site as well.
You can submit guest posts to related blogs, do some link outreach, and donate money to get backlinks manually. You can also buy PBN links or build your own PBN.

There are free resources to harvest/scrape links based on your keywords. But I'd suggest you paid one as these are most reliable tools "Scrapebox or GScraper".
EDIT: As, you're going to build links for 1st tier. Then after harvesting the links in SB or GS, filter out the high pr and low obl links for manual commenting.
