now, is creating a test campaign still effective, i tried everything but my account is still disabled

It depends on the platform and the reason for your account being disabled. If it’s Meta (Facebook/Instagram), Google Ads, or another ad network, they have strict policies, and once an account is flagged, it can be tough to recover.
 
What is the reason? Once you find a reason then you can find solution. It's very hard to answer you if you ask us like this.
 
Have you tried to post campaign, with low budget, you can operate for 1,2 days to warm up the account then you use your own ads to operate
- if the new account will be very suitable, the old account has a long life, I think your campaign has a problem that needs to be fixed
 
what product you are running Black Hat or white hat?

What type of account are you using? The probability of the account being disabled can still happen, how to ensure it is 100% effective right?
