If you have the know how you could use open source llm's like Gemma 2 or even fine tuned uncensored ones like Mistral Nemo along with state of the art text-to-speech models like fish speech. All is subject to license but mostly free to use for anyone. There are also lipsync services which cost money but usually there are open source alternatives to everything.

You can create faces with ai, and use adobe character animator to make cartoon 2d animations of family guy quality, and animate them pretty quick for youtube scenes. You can then obviously use any ai or tts voice you want, and depending what you do with your faces and mouths you can have a realistic looking person with an animation style twist to them, that people like.

I am using Synthesia and it gets the job done, there are some improvements to be made but still good for the cost. The videos are pretty realistic, except the voice.
