Facebook gets their info from everywhere. Enable cookies and google shit. Heck talk about it in the shower and they'll know. I recommend a virtual machine if you want to keep the targeting separate

I feel like it's more complicated than this. I've created a new account just to try:
• I've added a bunch of friends
• Profil picture
• liked some pages
• went to some websites, well known for re-targeting
still got no ads :s

@OP if you wanna see ads in your feed for spying or similar reasons, you need to warm up account from a 4G network of targeted country. The most important thing of warm-up is not so liking and commenting as scrolling and scrolling down the feed like a normal human every day. Ads will start showing in the account feed in a week or two and also Marketplace opens up the same way
Sounds legit. When you say "from a 4G network of targeted country", a residential proxy in the given country should do the trick?

It's for new accounts. Basically, I want to know the necessary steps from account creation to getting ads in the feed.

FB is based on user behavior, so interact with the target Fanpage you are aiming for, it may take some time for FB to show you ads.
