Create instagram account (need help)

i have 15 sim card
i have greencloudvps and followliker
whats the best and Safe way to create 15 pva account

I would suggest using your proxies and creating the accounts on the proxies you have. Im sure you would be fine by just creating them off a phone and then transferring them to a bot as long as you dont do too much while on your IP. If it asks pva then you use your sim cards
