Is there anyone who can help me create a Google Ads account without billing?

Use Google Ads Expert Mode, select “Create an account without a campaign”, and skip billing setup.
 
Google Ads accounts require a billing setup to run campaigns. You can create an account without immediately launching ads by choosing "Set up later" during the campaign creation process.
 
I don't think so it can be possible to set up a Google ads account with billing info
