To answer your question, would the whole goal of this app be to drive people to follow you on Instagram? For anyone to engage with what you're doing, the first question you should ask yourself is how you're providing value, whether through content, usability, or something else. I would focus on making an app that creates value as your primary goal rather than an app which goal is to drive followers to your Instagram, as I doubt anyone's interest would be peaked by something like that.

OK, I see what you're doing. I guess the first few questions you should ask yourself are the following:
1. Do I have enough money to fund this project?
2. Do I have the skills to work on this project if I can't fund it?
If the answers to both those questions is no, I woud work in changing that so you can take this on. Before then, this will be impossible. There's no step by step guide on how to build the sort of app you're looking to create, so you'd either need to spend the time to learn programming skills (YouTube is a great resource) or outsource to a developer (I would search here and in UpWork).
