The "backlinks" in OPs sample are known as redirect backlinks.
It is pure spam, used by scammers to increase domain metric.
As from SEO perspective, it can lead loosing rankings.

Better don't do it.

I think I also saw it from someone here, but I couldn't find the topic. As far as I know, it is taken as follows.
Just add your site address and add the link below to a blogger site.

https://google.com/url?q=https://www.blackhatworld.com/
it's safe ?

It's a spam method generally used by people who want to increase da - pa. I do not recommend it.
The cleanest way is to get quality backlinks from Google by publishing a Chrome plugin.
Please , How do i create , Chrome plugin ?

Without programming knownledge.

It's not possible to create this without coding knowledge. I used to sell backlinks by coding custom plugins, but I no longer take freelance jobs. Without coding skills, the spammy plugins you install will be removed within a few months. To make it permanent, it needs to be coded. First, you open a Google Developer account by paying $5. Then, you upload your plugin and submit it for approval. It typically takes 2 days to 2 weeks for approval. You can find someone to do it for you.

The above links will be helpful. If you proceed with the 2nd link, you will directly see the console. It required a $5 payment last time. After accessing the console, you can upload the extension you've created.

The Play Store and Chrome Web Store are different. You can proceed by searching for "chrome web store developer console" on Google.

Now that I see there is interest in these Google backlinks again, I thought about starting to publish them again :)

I think you said about redirect backlinks. These backlins create for website DR and DA increase but not helping on seo ranking so be careful before create them.

It's called redirect method. People who are selling guest post they DOING like this for increase website DA DR. It's totally spamming and not effective for seo ranking

After redirect, there is a method to get do-follow link from Google with NO spam. DM who need the trick can't reveal here...
