As long as you're able to get the verification code on Country A's SIMs, you'll be able to verify it from any part of the world.

Previously I tried, immediately WhatsApp ban my account even without me sending a single message out.
I guess there are few scenarios here:-
Why I am asking this question is because I wanted to buy bunch of SIMs from a country that I am not currently residing in to create and activate WhatsApp account.

If that were the case, your best bet would be to get a VPN/Proxy for the country where the SIMs are bought from and connect through it instead of your native IP.

To get 100 WhatsApp account is much more easily as others said, but need to know the right way! (I don't know the purpose of the WhatsApp account usage, in this case I show you a very simple scenario with some important info)
- You don't need to invest money into the SIM cards, enough to use services who offering one time password SMS (have a few and their price starting from few cents per SMS, some of them also provide phone numbers from different countries)
- You need to use VPN service which allow SSL connection and also their IP addresses NOT known as proxy IP (you can check with whoer website, will show you perfect information about your IP what you use)
- You need to use an Android emulator on Windows machine or you need to use WiFi router (one side to VPN other side to your mobile phone connected)
- You need to change IP addresses after each registration (NO MATTER THE IP COUNTRY ALSO THE ONE TIME PHONE NUMBER COUNTRY, you can cross use as you want)
- When the registration success, you need to add profile name, profile picture (any image)
- You can use a small software to export out the hash key from the Android - WhatsApp system after every registration, now you are ready created a WhatsApp channel
- You need to stop the WhatsApp program and delete the cache
Later when you want to use the channels, some programs don't ask you for re-send a SMS, simple need to insert the hash key into the program and you can use.

It depends on the country. I once used some latin american one and it didnt work. But Germany Sim Cards work, I got a plug who can hook you up with HQ cheap anosims.
