I re-read your post and I have to say you re-neutralized the concept for me. So you're saying that there is actually a good chance they'll be reachable and co-operate if you approach them in the right way ? That would be good. You don't need a 100% success rate anyway.
No, I think @Asif WILSON Khan is probably correct in his assessment in terms of the quality of the person that owes the debt for the most part. Many are, as he put it, professional debtors.
I do think some of the debt would be collectable but it would be a low percentage but you pay like 5 cents on the dollar or something along those lines for bad debt. Many times the debt is available for sale as banks and other lending institutions have to get it off their books due to regulatory laws (I know next to nothing about those laws, I just know they exist) after X amount of time.
I also think it would be a rough way to make a buck as you are always calling someone who really does not want to hear from you so you are walking uphill all day long.
