I have not done much CPM advertising...But I hear you can earn $3 or so every 1000 impressions...Considering on BHW you can get 10k uniques for $8, what is the drawback to simple CPM arbitrage?

Well the click through rate of the fake traffic is virtually zero so you can expect the CPM network to figure out what you are doing and ban your pretty fast. However I guess you can always buy extra fake traffic if you already have a steady flow of real visitors to your site.

OK...Does anyone know of any low-class CPM sites that don't really care about traffic quality?

well all sites care about traffic
since they want to get advertisers
