It totally depends on the keyword in my opinion. About 18 month ago, if I found a low CPC keyword that was very low comp I would usually go for it because even though the CPC maybe low, adsence has an internal retargeting system to try earn as much as possible.

For example, you land on a page with a CPC of $0.01 but adsence detects a cookie on your machine for Netflix and they are willing to pay $0.25 CPC so adsence shows the netflix ad instead. I have used this stratergy on about 50 pages and managed to get around $0.25 CPC for the pages that had a much lower displayed CPC but the keyword was ranked using set and forget SER links.
