CPAlead Non-Incentive ??

I have signed up to CPAlead few weeks ago and i have received this message

With the information, we were able to approve you to our Incentive Based platform which includes Content Locking, File Locking PPD, Link Locking and more. Unfortunately, we could not approve you for our Non-Incentive based platform. If there were any notes from our approval team, you will find them below. Please feel free to re-apply if you believe that you left out information that may help us in our decision making process.

I'm a newbie and i don't understand what this means ??? Am i good to go now or i need to be Non-Incentive ?!!

As I know they have different platform for incentive offers.

So what is the difference between Incentive and Non-Incentive ?

BTW is CPAlead a good choice ? is there any better CPA companies ?
