Are you trying to sell that list, or...?
In my own experience, CPAGrip and CPALead shave a lot, CPABuild shave also but still, once again in my own experience they are #1 on this list.

CPAGrip offers inventory for USA is great.
CPABuild seems to have the same inventory of advertisers, but they give less money for leads.
Shaving is more like a belief. You can deduce why your leads are not counted "properly".
If one advertiser is constantly getting the same traffic, don't be shocked your leads don't count.
Who is going to pay for the same data twice?
In other words, it has never been proven on this forum and everyone is raving about that!
I myself checked and it doesn't seem to be true, so I just go with better paying and better support network.
