I live in FRANCE and I want to promote CPAGRIP offers using their URL locker

Will the offers be visible only to French people?

How to target all people who speak English?

since it's a locker then the offers gonna change automatically due to any visitor region
(if somebody enters from Germany he will see only his country's offers).

try using fb ads or google and as audience select usa
