CPAGrip incentive question

I am a bit confused about something CPAGrip is doing/saying. This thread http://www.blackhatworld.com/blackhat-seo/affiliate-programs/719524-150-day-instagram.html talks about using CPAGrip for a sweepstakes for a camera and says they've been doing it for several months. According to the terms this seems completely okay and makes sense.. However, I asked John, CPAGrip's AM about it, and he said incentives for physical things are not allowed.

Does this mean CPAGrip DOES allow physical incentives or do they turn a blind eye to it?

Was the AM wrong?

Do other networks do similar things, say one thing while doing another?

I think he means that you can't/shouldn't do content locking for physical things. Since i think most don't redirect to real possibilites to win, after completing content locker.
You can do direct offering in a landing page. You build a landing page, win something then redirect to the cpagrip that offers that(product, service, etc).
And cpagrip is a great network

Yeah right.. free iphones, macbooks, etc in youtube and many still falls to the trap (answer a short survey to join blah blah)... yeah terms and conditions.. right.. lol
