Yes, there are international offers. Most of the time those don't pay to well though. It's better if you handpick a few offers for target countries which cover the vast majority of your traffic and if you want to deal with the rest, you can redirect those visitors to either their country specific offers or to an international offer, it's also often done automatically by the CPA network.
If you have an account with any CPA network, you can search their offers by country or you can also use Offervault's advanced search (requires registration) to target countries.

Depends on the network itself but most of them provide international offers.

i think there are some countries that do not have much offers and of course they do not pay well.

There are many WW offers availabe at most CPA networks. Many App install offers are accepting WW traffic as well as straight sale / rev share offers.
