Hi, I'm looking to start using CPA offers but I can't receive phone calls and I don't have my own website yet. Can anyone please tell me if there is a reliable site?

Hey there are a lot of good CPA Networks which don't require a phone call: CpaGrip, Peerfly, Cpalead, Crakrevenue etc. ( I'm approved in all these without having a website)
You can find a lot of CPA offers in "Offervault"

Just checked out CPALead, and on the application it asks for a "website or other promotion properties " so, is it correct or not that a website is necessary to have?

try AWM (AdworkMedia) tell them about your promotion method without website like PPV, PPC, etc they'll accept you

Apply to Peerfly and mention that you heard about them on BHW. Should have no problem

Ogmobi is one of my favorites, as they allow incentive traffic, and they approve people really easily.
