i understand ,how to create an campaing? for example i have an offer for uk people about an giveaway ,what should i do ?

You need a good landing page first
Then you have to add the offer to that landing page
Search for relevant keywords (use phrase and exact match keywords)
Write eye catching ad copy
Don't try to fool google r you will get circumventing suspension

Thats all

now i have an offer on surveys ,and i kept getting denied ...idk what i do wrong:/

Use a landing page that offers useful knowledge and do not try to send the visitors to another link. You can write a review post or a small blog in this case. Don't use it as a bridge page otherwise google will suspend your ad.
