It depends. ClickBank usually has higher payouts but less conversions because they are actually paying for something, while CPA converts more but you get paid less for each conversion.
If you are not good at preselling, you won't get any conversion at all regardless of what method you choose. Create a high quality landing page and offer your audience something that is worth a purchase (clickbank) or worth to do a survey (cpa).
Clickbank and CPA are completely different modes of monetization. In terms of which one is better, you would have to take a look at your traffic source. Social Media tends to work better with CPA and SEO to Clickbank. I prefer CPA over Clickbank because it is much easier to get a conversion because most CPA actions are free. The one thing I like about Clickbank is that you can promote Recurring products and get an easy passive stream once you generate sales.
My opinion is to stay away from CPA. Why ? Well because advertisers shave you and networks are supporting them. Networks shave you too ( less then advertisers ).
Too many rules: you can barely find a promotion that accepts email advertisment.
If u bring "unquality" traffic they can ban you
They can ban you if they don't like you.
