CPA Traffic Arbitrage?

Let's say I am registered with CPA network 1 as a publisher, and promote an offer. Now I sign up to CPA network 2 as an advertiser, now I get publishers from CPA network 2 to promote my CPA network 1 offer for me. Basically getting other affiliates to promote a CPA offer on my behalf even though the offer they are promoting is simply a CPA offer from another network. You would then take a small percentage from the whole thing

I saw offers on offervault which are paying like $2-3 per lead (SOI - single opt-in). Offers like sweepstakes I think would work well.

My idea is that I could use this, made a campaign where I pay only $1 per conversion and earn $1-2 on affiliate offer/network.

Is this blackhat/illegal with affiliate networks? Will my accounts get banned?

As for getting it to work:

I'm not so convinced you will be able to do this part.. they will see your affiliate links? And/or...

If that is because the sum>$1-2 on affiliate is going to the people you have signing up under you... maybe works...
If it is that you are getting $1-2 period, what are you going to entice people with to sign up under you...

I could easily be wrong, but I don't see this being worth the effort.:suspicious:

This method is not blackhat just there can be an issue to make CPA networks promote your offers.
Networks prefer to deal with companies, not individual advertisers. Besides, for the past few years all networks are struggling for direct advertisers with in-house offers. And another question is if you can provide them competitive payout?

As an option - you may find unique offers from direct advertisers which are not that popular on the market yet and try to re-sell them. Or to ask for white-label solutions from direct advertisers for reselling.
