CPA Survey Exchange Idea?

If I made a website that gave users the ability to submit there surveys the amount of times they successfully fill out someone else's survey is that incredibly against all CPA terms-of-service? I'm going to take a guess it is since there aren't any websites like this available.

If this is against the rules I still don't see what is preventing a website like this from coming out? What's the worst an opposing CPA website could do? Isn't this similar to Facebook / Twitter exchange websites besides money?

I'd like to hear all of your opinions on if this is worth investing into and if it's even legally possible.

You're essentially defrauding the advertiser and if the CPA network is at all concerned about their image with advertisers, they'll ban you ASAP to avoid further damage.

I've seen where other groups attempted to do this and later complained about getting banned from the network.
