If I made a website that gave users the ability to submit there surveys the amount of times they successfully fill out someone else's survey is that incredibly against all CPA terms-of-service? I'm going to take a guess it is since there aren't any websites like this available.
If this is against the rules I still don't see what is preventing a website like this from coming out? What's the worst an opposing CPA website could do? Isn't this similar to Facebook / Twitter exchange websites besides money?
I'd like to hear all of your opinions on if this is worth investing into and if it's even legally possible.
