Can anyone help me out here? Do any if the affiliate networks have a referral system? Not for referrals if publishers but referrals of new affiliates...

Some do, just look at the network pages.. Most BH'ers don't use referal systems though, if one person gets caught and the account is linked to other accounts using the same method, everyone goes down..

Aren't publisher and affiliates the same entity?

RockProfit and COPEAC have referral system for people signing up to their network.
