CPA question

Is there a certain CPA company that i should use to put something like surveys up? I plan on using CLP v2 and a cpa, but i just don't get the CPA part. Can someone explain please?

I see that noobs will kill off content locking very shortly the same
way they killed of other money making methods.
I've already been receiving feedback from advertisers about affiliates
locking non incentified offers.
Content locking is an incentive and should only be used with incentive offers.
The next thing we see is shit list threads accusing us of shaving and non payments.
