CPA question Payout

I cant figure out, what the difference in some of these payouts that offers provide?

Taking as an example from offervault videostripe program;


The CPA ranges from $18.21 (affiliaxe) all the way down to $10 (offerconversion) for non-incent traffic. Surely you would sign up to the highest CPA offering from Affiliaxe or Is there something I am missing? Like criteria for cpa @ $18.21 being higher?

Or does it depend how much cut these networks take from the advertisers before paying the affiliate?

you can't focus on the payouts though, you gotta focus on the EPC. Not all networks will convert the same even if the offer is the same. (scrubbing, shaving etc etc)

Some networks are just a intermediary of other networks then the payout is cut off.
