CPA on Instagram ads

So I was browsing through the stories on Instagram and suddenly a sposored ad pops up and it shows A very InDemand phone for 15$ obviously a scam and it said swipe up to buy. And on their website a fake amazon rip off with that phones image. Obviously it was monitised by content locker. So is it possible to promote CPA offers using insta ads and how much profitable is this?

You can use direct offer similar iPhone and Xbox and Samsung and Mac etc to promote
