cpa offer vs facebook ads problem

I've got this kick ass cpa offer that i'd like to promote on facebook ads. But so far i've always been refused by facebook.

the cpa offer is of the zip code submit type and gives you the chance to win a famous laptop. According to Facebook such types of ads are not allowed. Is there any way to get this allowed somehow?

Don't link directly to the offer... make your own landing page for it.

What kind of landing page? one that redirects automatically to the cpa offer or just a basic page where the visitor needs to click on a link that will bring them to the ad?
