CPA offer optimizing question

hello i have question that i couldn't find it in any topic or any forum's

can i disable all offers in adworkmedia and clean-files and only allow the offer that i revise i mean can i revise the offers before it automatic show up in my link locker and content locker, so i just want offers to show up only after i revised it ?
