I checked this offer belong to (wow Trk) network via (odigger) anyway as you can see the payable action is 1st page submit and the payout is 25$ per each UK person ,

Hmmm, looks wired to me to recognize that there are any network for pay 25$ for just (1st page submit ) as i know that it's means just to fill some issues like (name,country ,....etc)

Are you sure that this offer is only one page submit and that's it? Not a CC submit after first page maybe?

There's a reason why they can pay $25 per lead for this. It's an insurance company. Which means, they can make a lot more than $25 if the user converts.

If you send them junk traffic that doesn't convert then you may not get paid by the advertiser. Be sure to give them quality traffic and never incentivize your leads. Especially this type of offer.

He meant that you should always promote offers like that only with targeting people who are interested in Insurance, nothing else (non-incentive promotion). For example, don't promote some random PDF download and in return ask them to fill up that insurance offer, that is incentive promotion. Instead promote it to people who already looking for insurance, already have insurance, people with new cars, houses, etc.
