CPA Networks?

it seems all of them you have to have a website and you have to have your account reviewed and wait on a response.

I want to do some YouTube marketing but I don't know any good programs to do it with. Is there any CPA networks you can do without having a website? Basically I want to get paid per lead.

I've never tried to screw with CPA before so it's something i'd like to get into.

You can call them up and talk to someone, tell them you're going to be doing some PPC and direct email marketing and that you don't have a website yet.
