I'm sure cpa tank would, but you'd need to find a referral.

CPA networks even if they accept such traffic they won't say this in public! Because they pay you from the advertisers money, and if the the network send them shitty leads, they won't pay the network and then the network won't pay you too! so the problem with the advertisers not with the networks.

Every network on earth will tank CL traffic if it pans out for them. If all you do is send them crappy sign ups, then they will be pissed. If you promote offers where the user is digging into his/her credit card, then you will have no problem. You just need to make sure that you aren't running a hustle where customers will often cancel their orders.
