There are loads of networks which accept fb ads, it depends on which offers allow fb ads. I use MundoMedia, F5, Maxbounty and Peerfly

Whether you are allowed to send FB traffic to offers or not is offer-dependent, not network-dependent. I use Peerfly and they have many offers that accept PPC traffic from FaceBook traffic.
