Try expertmobi. They will ask advertising proof, past payout proof and usually do not accept free traffic sources such as social media platforms. A bit strict but they have quite alot of good offers for app install.
However do take note, usually app install have kpi, example app retention of 75% after 3 days. Read this clearly before you promote.
