CPA network for Sweden

Running some blackhat projects targeting Sweden (locker style) but so far I have not had very good EPC

So far I have tried
cpagrip (best so far)
ogads
adbluemedia

Does anyone know any other network that could perform better?

This is my data for Sweden on ADMAVEN
Around ~$5 CPM.
I think it used to be lower, but since im now restricting users from there and sending it to workink, the cpm gone higher.

Anyways its decent, not terrible, but also not good.
