CJ is not a CPA network, buddy
Most networks will accept INTL pubs if you can prove your traffic, but countries like India/China definitely raise a red flag, it could be much tougher if you're located in those areas.
You have to try, but I reccomend to do the following:
You sign up, and then inmediately call via Skype or phone the Account manager and explain your situation
