Hi do are any cpa company which allows fake website? Not scam just fake content.

Fake content? What exactly are you referring to? Sounds like you should get CPA-R.

Major CPA network does care about the content!! They actually will check out your Alexa ranking, whois info, domain age, content originality etc

Nope.Example:
Title says: Download facebook hack,but when u download u get nothing.Rar with password and don't get what title says.

It's part of BH, cuz you actually don't provide sth to your visitors as promised, they will be pissed off and never return again.

As for what u said, you're gonna drive incentive traffic, right? Most of networks have few incentive friendly offers, just be honest with networks when applying.

Or you can go directly with incentive networks like Blamads, PointClickTrack, ************, Adgate, Leadbolt, Dollarade...

I don't think the CPA network will be happy & I don't think they'll keep working with you & I don't think they'll pay you the money when they discover what you've been doing.
So... no good.
