CPA network accepting fake file?

Don't need to do this. Use this approach instead.
1. Create password.txt / download instruction.txt
2. Write CLEARLY THAT THE ACTUAL DOWNLOAD FILE LINK/ Password is in the attached .txt file
3. Get the visitor to complete the surveys and download the attachment
4. Direct the user to a fake download not linked to your CPA Network

This mainly depends on whether the network allows it. Contact them and ask first before trying it.
what if i provide a file to download but i dont provide the correct password. so is this ok?

Its incentive traffic, so you must use it on incentive permitting offers; although this may be fraud as your not actually providing a good/service, it depends on how you word it I guess.

Don't do this. This is against many ToS. Try to promote legit stuff.
