Hello, I got an answer on my question from CPA Lead. They told me that it is allowed to use GPT sites as traffic source on incentive offers.

Is it actually possible?

If you have already said that it is allowed, why should it not be possible?
 
Why would the network pay for traffic that is of terrible quality and will not bring conversion?
That's why I am confused

the payouts on incent offers are usually lower than their non incent counterparts. Apart from that, low quality traffic is still better than no traffic.
