CPA - is it used to scam users or legit?

I've read around that CPA means Cost Per Action, and that when a user does a task, then we get paid.

Now to get that person to do that task, you will promise him that he will get something if he does it

Example - Unlock Content, Free Stuff, Rewards etc.


Does user actually get the unlocked content or is it just a false promise to him, so that he can do the CPA task?

If a company is scamming they are found out immediately by those who are scammed and then the company's reputation get's completely ruined as word gets around.
People publish reviews of products all the time on youtube and elsewhere. If you are concerned that a company may be pushing a product this is a scam, search the
internet for that company's name and product to see if it is legit or not. So the short answer is yes you get what you are supposed to get.
 
Depends on websites. In general are legit. Usually a CPA means when someone buys something. For example I can have an affiliate website. I won't bother making SEO, but instead I need affiliates to market my product. I offer them two choices: CPA when someone buys something on my website, or CPL when someone registers on my website.

99% are scamming visitors. Click2SMS offer, advertiser makes money from the sms premium number received. Click2Call, money made from the premium oversea number called. Crypto offer, advertiser churn the investment fund of these poor people who believe that they are getting a good deal. Nutra offer, over priced product selling gimmick. CPI, SOI sweepstake, push sub, mostly to spam user further.
 
I do reward my users for the CPA if that is what you are asking.
About the CPA being of use, I don't care as they have already been rewarded by me.

sometimes they do, sometimes they dont.

For example, all "random-game-buck-generators" are scams, the user won't get any extra in-app cash.
